ryze is not easy to play... understanding the combos damage out put, his kit and how to use him effectively makes him difficult to master.

Before his 2 reworks he was easy to play. Now he's no longer a champion from League of Legends, he's actually from street fighter. Plug in your controller and hit the combos man.

And the low win rate IS because hes not easy, you know champs with multiple different combos and timings like him or riven have awful winrates with non experienced players (1~5 riven games players have like a 41% win rate on average afaik).

Its not aht hes easy to play he does too much when you learn how to play his combos compared too other champions same with Riven Yasuo LeeSin Azir . these are their problems not that they are easy to play so they are op.

Ryze has one of the worst early games of all characters and requires a massive amount of resource management to not become useless 20mins in. He's also not yasuo, so the lower tiers struggle to understand what he does and how he does damage.
