Leblanc and Fizz's waiting mechanics were put on the wrong champions.

Leblanc: Being able to dash directly on you, wait a second, and attack you for 30% of your HP at level 4. Fizz: Basically the same thing, but more cancerous because he probably built item 3100 for 150% AP JUST BY PRESSING A BUTTON. The problem with Riot's thinking about waiting is that they think the delay will allow you to properly escape, so you should be greatly punished for not escaping. Ironic that they put this on assassins like Fizz and Leblanc who are designed to stick onto you for more than 1-2 seconds. Midlane is meant for IMMOBILE MAGES; the only way for them to escape is to flash; if that's down (which it definitely is 90% of the time) they can only hopelessly walk away as Leblanc and Fizz stick to them with their hyper-low cooldown abilities. All they have to do is walk towards the enemy for about a second so they're in auto range, and they get free damage.

It would actually be better to put this on mages; makes them have to continuously fight. ATM mages seem a lot more burst-y than most assassins (exc. these two above); so putting this on someone like Annie or Veigar especially would fit. Annie's ridiculous burst needs to be fixed anyway, why not nerf her overall numbers but give her bonus damage by waiting? Or make her Pyromania only activate on champions who were damaged by her at least X seconds ago?

Putting waiting on assassins, in theory, should have reduced their burst, but it didn't even do anything considering mages don't have the mobility to escape.

Not defending LB's rework, but giving them delays AND reducing their damage just seems silly.

Keep in mind LB used to be able to QW you and chunk 40% of your HP in less than .5 sec and blink back instantly.

How can you justify giving her a massive delay on her damage AND reducing her damage as well?

The whole point of adding the counterplay -was- to give you time to get away / CC / hit her back / flash / ignite / gank her when previously you couldn't.

......Or, you, as Annie, one of Leblancs current biggest counters, can just Hold on to your stun all laning phase and proceed to type "?" in all chat if the Leblanc is boosted enough to even W in your general direction let alone on top of you lest she gets stunned and 100-0'd faster than her passive timer even finishes cooking??

You talk about mages as a general group of champions, but there are many types of mages. We have burst mages like Annie Veigar Syndra , and then mages with less burst but more persistent damage Malzahar Swain Anivia , and then poke mages Velkoz Xerath Ziggs. The thing is, mages that have to continuously fight to do decent damage already exist.
