How do you counter Rengar top?

I just played against one as Irelia and got man handled. I don't think it was as much him being good as it was me not knowing how to counter play him.

All he did was the typical bush leap thing. My problem was that he was able to zone me very easily. I then thought I'd let the wave push and farm under tower. Nope, couldn't do that because he easily froze the lane.

How do you top laners deal with this? Seemed like a really gimmicky way to lane. I hope there's a solid way to punish those players for that tactic.
