Can you read again what i wrote? If the runes become useless the rune Power would be doubled. if a rune gives normally 5 energy and its useless then the rune will give 10 energy instead. In that case all its nerfed its the Energy Regeneration like Shen's case so far i haven't seen anyone taking energy runes

Shen is balanced around having high energy costs due to how impactful his abilities are, as well as the shield he gets from his passive.
