Was the new rank system not suppose to match main roles / auto filled ?

I thought the main part about having different ranks per role etc was to try and match people in each role. I keep seeing say an auto filled jungler vs a main jungler and it's just a crap show. The different rank per role is already meh when you get off role but when you get your main role and you have an auto filled getting trashed on by a main role in the same spot just feels like a double slap for what they were trying to "fix". Heck when I get match vs an auto fill and do really well vs them it doesnt feel good at all ... I really thought that was the point of this new system to stop lop sided lane match ups from happening.
