question about alistar ult

Will alistars ult also reduce true damage (like garen ult if ali is the villain?) or no?

It does not. True damage's thing is that nothing increases or decreases it. Effects can block it entirely (e.g. Kayle ult), or absorb it (e.g. Janna's E), but if it's dealing damage it'll deal the stated amount of damage to the target.

What happened to the plans to give Syndra True Damage on her level 5 Q?

Original intent with that change was to give Syndra a bit more power against front line targets in a pretty visible way. A couple of people internally made the good argument though that Syndra was ultimately more of a pick mage (catching high value targets with a Q+E followed by ult combo in particular) rather than a sustained damage kite mage as originally intended. That meant we'd be better off finding ways to support that identity overall, given it seems to function fairly well, rather than pushing her towards a different pattern just because that was in original expectation.

Can we give Xerath true damage? He themetically fits and he is super weak against tanks, weaker than any champion. Not something Vel'Koz level but themetically Xerath was designed to be penetrating mage. His siege power was also powerful against tanks, currently not. True damage is not something powerful against squishies already.

I don't quite understand pre season promo's. I was wondering if you could help me out with them a bit. How does the soft reset work? I've read up on it a little but I thought I'd be easier to ask you.

Ah, I'd love to help you out, but I'm not familiar with the details of the reset equation myself sorry. My focus is mainly on in game stuff at Riot (champions, items, SR etc), the folks on the social and competitive teams are the ones who can share some insight into exactly how the reset works.
