I think Part of Riots complaint, was having silence creating too much disruption, on champions who shouldn't have that much disruption, because they would be able to blow you up in the duration.

I mean, the two notable cases were silence has been removed, are on Kassadin and Le'blanc. Both of these are assassins, so having that disruption in their combo's gave their opponents little ability to fight back. (Or flee, given that it also means no flash and no movement spells)

In contrast, the ones who kept their silence are Blitz, Garan, and Cho'gath. 2 of them are Tanks and the other, a Juggernaut. For the most part, (less so with the Juggernaut) they have that disruption for the disruption, because their kit and purpose is designed to disrupt.

It's because they're in that middle ground of not powerful enough to have a low duration like stuns do, but too powerful to justify the long durations they do have.
