I've read countless posts about this in the past few days, and I haven't seen hide nor hair or anyone involved in balance offering context. ATM, I'm not interested in whether these nerfs are deserved or not, not yet. Plenty of people have asked for why these are up, and nothing has been said. I'm just asking, can you please offer context as to what the intent is behind them?

Imo, having a Shen adds a lot of map pressure and clutch plays. It's fun to watch Shen, so that doesn't fully make sense.

Eh. He doesnt do that much damage tbh You can practically ignore Shens damage after early game. Its levels 1-10 where his Q hits hard but thats all he gots. He only has 1 CC thats easy to sidestep and a % health damage skill.
So no. His Q-W-E+Passive is actually really mediocre compared to other tanks but the reason they nerfed him is because his ult. He basically has a free TP to an ally. He stops Olaf from 2 shotting your adc and stuff like that.
And you know Riot, they've been making the game a lot more snowbally ( dragons, Turret first blood etc ) So shen being able to stop some of that is apparently a ''nuisance''.
Nobody thinks Shen is op. If you watch the LCS, usually shen is down by the opposing laner by about 20-30 cs. Hes ok at laning but gets beat up pretty hard .

Tbh i have about 200 games on shen. I actually considered dropping him in ranked because he actually is a liability for his team in the sense that hes a tank with only 1 very easy sidesteppable CC.
A tank shouldnt have 1 cc. Of course his W is great but you gotta remember that his W happens where his sword is, and he cant position his sword. So if he uses his W that means hes using it most likely on himself and not to help anyone else .
In other words he just doesnt have the proper kit to be considered a tank and there are a lot of tanks that do way more damage.
The same thing with Alistar, good support but in the LCS he was considered top tier broken busted because top teams knew how to utilize him more.
Shens ult they can make 4-5 man dives bot and stuff you know?
I dont agree with the shen nerfs, he actually needed buffs but riots playtest team is pretty stupid imo
