That's completely intentional.

They determined that Last Whisper was a core purchase in pretty much every situation for ADCs and AD assassins rather than a situational purchase and wanted to prevent that.

It was never meant to be stronger; it was changed to be healthier for the game.

Prolly. But I just made this thread for the people who scream LW is op as shit. It's strong, but def not op as shit with that 1700 gold worth of stats doing nothing to people who aren't above 200 bonus armor.

It's not weaker, or stronger, really. It's just more specialized. Better vs armor stacking, weaker vs anything else.

Although... To be honest... It's only a component item now. It's SUPPOSED to be weaker. What's really stupid is Lord Dominik's Regards, which does WAY more damage than just a Last Whisper. Seriously, fuck that item.
