Garen is a starter champion
He is a starter champion for casuals and noobs who lack mechanical skill. I've gone 30 kills in with garen because he's so damn brain dead. I just played a game against one so I will use the stats of that game. I, who played Yasuo, Did 25k damage with a full damage build. Garen, who built black cleaver and the rest just armor and hp, did 38k damage. He fucking built tank, sat under towers picking fights, and out damaged everyone. I outplayed him all early game and late game to win, but he got black cleaver and tanked the tower long enough to kill me at any chance. My kda was 4/1 early game. I ended up 8/11 because the fuck would just ult half or more of my hp away. He is a fuckign starter champion. Lack of mechanical skill should not be a fucking excuse for retarded levels of damage.
His Cds need to be much higher. His armor and mr need to be much lower. Garen is not a tank, he shouldn't abuse a tanks build then. His kit has plenty in it to survive nerfs. Ms buff, a silence, basically true damage ult, and the ability to power up his defences all without requiring skill for use. He is to brain dead to have this much damage.
