As in the one you'll see by default if you don't make an item set of your own.
I think they've worked well enough for me, but I'm in Bronze so I suppose that's not saying much. Is it a good idea to be going off of it?
Twinity Ferce2 votesThe name of the sets should be corrected. They are not "recommendations", but instead "suggestions". The item suggestions are very helpful if you are able to deduce for yourself which of the items provided will be the more practical for your situation.
I see a lot of low ranked and low level players allways buying the items in order (and worse yet, only sticking with the offensive or defensive tree, skipping over the "essential items" tree) regardless of who they are facing or how they are doing in the game.

Nkeyo1 votesThey won't build the champion for you, if that's what you're wondering. They give good suggestions sometimes, and bad suggestions other times. Should go into a custom and make sure you're aware of all of your viable options, and know what to build and when to build it whether you pay attention to the recommended or not. You could also boot up the legacy client and dig through there to theory craft for awhile.
Are you against an AP heavy team? AD heavy team? Targeted CC heavy team? Non-targeted CC heavy team? Can you outplay them? Are you ahead? Behind? Who's fed on the enemy team and what should you build to counter them?
It seems like a lot of questions, but it should only take a minute to figure all of that out, and being able to flex your build to the situation is the difference between winning a fight with 50 hp, or getting wiped and falling further behind.

Valderis Vandala1 votesOverall they are good but they don't take into consideration if you go with a different role then intended, this is mostly a support/jungler problem, same goes for some game modes.
