How do you get the level 3 stuff with champion jewel tokens?

To get to level 1, you had to buy a summoner icon from the store. Then to get to level 2, you used champion jewel shards to level up the icon in hextech crafting. I know there's a level 3, but I don't see anything in hextech crafting to level up. Do you specifically need to own one of the team summoner icons to get to level 3 or something?

If you're talking about the worlds icon, you can only get that to level 2.

any of the teams (ex TSM or SKT icons) you need 12 jewels to upgrade it and it upgrades the same way as tier 1 -> tier 2
