Just had the unfortunate experience of playing against lulu/ivern. one of the worst experiences ive ever had in my entire life (not including what happened back in nam). there should be an item that decreases shield size to counter the low CD shields

nevermind the fact that Lulu's E CD gets low enough that it's actually shorter than her shield duration

mmhmm. Shen's shield that scales with 14% bonus health and lasts for 2.5 seconds is SOOOOOO oppressive...
sarcasm aside I'd say that the only thing I would do to shields is have a point at which diminishing returns happens if multiple shields are set on one person.
Maybe if the shield reaches over 600 health then it gets reduced by 50% of the next shield(assuming the shield lasts that long)
