Boots should be automatic and in their own slot, like a trinket.

What is the point of having them be optional?

In the vast majority of games (not those that go on for an eternity in which you can swap out boots for zephyr as an adc or something.), boots are mandatory anyway.

The point is if RIOT expects everyone to buy boots at some point, (including new players who don't really know that boots are considered mandatory in real games) then why not just make it its own little slot like a trinket, to improve clarity. Your first pair of boots is free and doesn't grant movespeed, then you can upgrade it to brown boots and upgrade it again to the second tier boots of your choice, and you can still put an enchantment on it if you wish.

If people are worried what might happen if there is basically a whole additional item slot, then remove one slot or adjust itemization across the game for the new slot.

If item 1001 were automatic, their existence would be pointless. Riot could just add +25 MS to every champion's base movement speed, or not do anything and still remove the basic Boots of Speed. Almost everybody always picks up boots, yes, but not everybody and not always. It's a strategic purchase to gain an advantage or help even the playing field. Some people even drop boots completely in their full build for less MS and more damage.

Several champs are capable of building effectively without boots at all, or get them much later in the game. For this reason, I think they should stay optional - the way they are.

However, speaking of trinkets. I think you should be able to place other wards in the trinket slot. As a support, I often build Ruby Sight Ward, but one I have sight ward, I don't get much use out of my warding totem anymore. At that point, it's just a waste of slot #7. Why cant I put sight ward in that slot (well technically it's #4)? Is it because Sight Ward gives stats? I guess I could see this being a problem if it meant you could set Feral Flare in the trinket slot.

Well, I guess it's not really feasible, but at least I talked about it now.

If you gave a separate "boots slot" (so you could build 6 items plus boots) that would dramatically increase the power of high-scaling champions like ADCs. While it might be possible to "adjust itemization" (and probably lots of champion/ability scaling too) to fix that, it would be a huge set of changes and a balance nightmare.

Given that problem and the fact that it does make sense sometimes to sell your boots lategame and buy something else, I can't see a very compelling reason to do this.

Why do people keep bringing up the notion that this will increase late game power for scaling champions?

Just remove one item slot.

Hell if you did enough work in the offense, defense, and utility trees you could probably remove 2 item slots and not affect the game adversely. For example a capstone offensive mastery that is the same as last whisper / void staff, scaling from 0 to max at level 18, with appropriately powerful capstone defensive and utility masteries for parity. Then obviously you'd remove last whisper and one item slot.

The game has a lot of needless complexity and gotchas that cause the learning curve to be prohibitively steep for new players.

Because it would?

Just remove one item slot.

If you make it "5 items+boots" now you can't sell your boots for another damage item in a really long game.

This really feels like a solution in search of a problem to me.
