A small buff to Pantheon jungle?

Would it be horrendous to buff pantheon in the jungle by maybe somehow upping his damage to monsters? A proposition might be to let his kit deal an extra 10% damage to monsters to help our favorit baker? His clear is really sub par, he's having alot of trouble keeping up in the current jungler meta where just about every jungler provides something better than him on top of scaling better.

He has arguably a very strong gank, but it's not Lee Sin strong and can be easely avoided if u see it coming, so what do you guys think? He's currently sitting at 46% ish percent winrate in the jungle, which is extremely low considering how easy his kit is to use.
