Why isn't Anivia disabled?

I just logged in and played a game where 50% of the time my Flash Frost didn't work right and/or caused me to move towards my targets

I had no idea what was going on and we lost outright at 20 minutes because I was so behind it was basically a 4v5

I had to go looking for an explanation before I found information about a bug there isn't even a notification on the client about it

I think having a champion's ability be random whether or not it works when you need it to could be considered 'game breaking'

she should be disabled or at the least have a little ! notification
