Right now it is a 12% vulnerability, the enemy champion that got basic attacked on 3 times takes 12% more damage from all sources. This is a free Vladimir ult, Vladimir's ult provides a 10% vulnerability for 4 seconds whereas PTA provides 12% vulnerability for 6 seconds. Yeah, Vladimir's ult deals extra damage at the end, but so does PTA at the start, after the 3 basic attacks are completed on the enemy champion they take 30-120 (based on level) adaptive damage. Also keep in mind, PTA has no cooldown, after the vulnerability is finished the enemy champion can get 3 stacks of PTA put on them again procs the vulnerability and repeat over and over again.

Proccing the vulnerability is not hard on high attack speed champions and damage champions, allowing their team to deal extra damage. Why? Why does the vulnerability allow the entire team to deal extra damage, it should just be the person that has PTA if they successfully completed 3 basic attacks on the enemy champion.

As PTA currently is, which is by far the best keystone in Precision tree, this vulnerability thing where the entire team benefits extra damage is unhealthy to the game. There are people complaining that tanks deal too much damage, but this keystone allows them to deal more and carries get to deal more damage for free all because of one person successfully completing 3 basic attacks on an enemy champion. What mad man came up with this? It needs changing.

Personally I like the idea of runes with both up and downsides. If PTA is allowed to keep that damage boost I'd like to see it applied to the PTA wielder as well, so they do extra damage to their target and their target does extra damage to them in turn.
