Who is GLP actually best on?
I like the idea of it but don't seem to do well when I pick it.

For most champions, RoA is just plain better, but I can see using GLP on some champions if you don't want to opt for RoA on them. Swain, Aurelion Sol, and maybe Ryze are some good choices. They all benefit from the added slow to be able to catch up to their enemies, though RoA can be better depending on the situation (for example, if you're up against a fairly immobile melee champion who deals a lot of damage that you need to be able to tank).

Huh, I didn't know his build had changed. I started playing him back when I first downloaded the game, late season 1, but I haven't really played him all that much recently or since I got decent at the game. Although, I can see how a higher damage build can work on him, why Rylai's?

Huh, interesting. I'm gonna go try this in some norms.
Champions that benefit from the RoA Passive and Rylai's effect at the same time and could use both a slow effect and the RoA passive effect as quickly as possible.
So:

Only problem is Rylai's is currently too stat efficient to not rush on a lot of these champions and getting both items is redundant so usually people just go RoA + Rylai's. Once Rylai's is nerfed and GLP gets maybe buffed, it might be a more worthy purchase.
