Riven is disgustingly overtuned

How is she allowed to exist in her current state? I wrecked her in lane, she was 1/4 but as soon as she built she 100 to 0'd me in one rotation When she built and she straight up became a tank and I'm not exaggerating, her shields were huge and she was a hypermobile tanky tumor that took the entire team focusing her to even pop her Why does she have a 100% total AD ratio on her shield? Why is her shield cooldown so short? Why is her survivability so high for a supposedly squishy "fighter"? Why is she allowed to be strong early, mid and late? Why is she allowed to be a top tier duelist but also singlehandedly win teamfights?

Meddler says she was left untouched to see how the Conqueror nerfs would affect her, so why was nerfed when he also uses conqueror and had a lower winrate and pickrate?

How is balanced?

I dont play her at all but all i ever hear from Riven mains is that shes "trash" and then i look over at op.gg and see she has a 53% win rate and a 13% pick rate and im just like....how? and thats an honest question how can a champion with a 53% win rate be bad? My small brain apparently can't understand this to any degree.

She's overtuned because of Itemization and runes right now, Conq + any armor pen item, you name it = No tankiness Allowed, E has 100% BONUS ad scaling, it's currently bugged showing Total AD even though it's not actually total, Majority of Juggernauts can BC into 0/4 to kill you if they get off all their shit, Riven's powerspike is level 6, her combo potential with animation cancels allows for a ton of healing and damage from DD and Conq, her Shield CD is 10 seconds but she's suppose to build CDR, except there's more and more AD items with CDR attached like Spear and Death's Dance, that also increase her Survivability.. it's not her the Champion being overtuned, she hasn't been super strong in years save for when she's abusing the same items as champs like Jax.

"she's hard to play" usually exempts Riven from ever being nerfed.
