Why not have better early turret scaling?

I feel like turrets are pretty good super early. There should be opportunities to dive and get kills when people stay under turret despite a 4 man coming their way. However, it seems like turret threat is really weak after people hit level 5+ and players have a really really easy time to dive and ignore turrets even in 1v1 situations. Currently the bonus AD is +4 per minute until a total of 180 damage is reached for outers, +4 AD per minute for inners until 250, and +4 AD per minute for inhibs until 290. (inner and inhibs don't start scaling until 8 minutes in) I agree that buying armor and tanking it up needs to be an option later but lately chain vest alone can do it. So I just wanted to propose the idea that instead of +4 a minute why not +6 or +8 or at least let inners start building up at start of game like outer turrets. Let them reach some higher damage early to be a threat but still have them cap out so that players need an armor item or two before they can really dive without worry or some ability designed to drop/dodge turret aggro. They also have scaling armor too which might be something to look at as well as damage.

Honestly it's far too punishing to take a single accidental turret shot early levels. For the first 10 minutes or so, their first shot should do more damage depending on how many enemies (so you can't do super early dives, but accidently taking a shot in lane is less punishing), starting at less than what it is right now (about half), going up by 50% for each extra enemy champion, to a total of 100% more (50% increase from rn)

Well, that was why they have scaling continuous shots. Each turret shot on a champion (any champion even if it changes to a different one) give a 37.5% damage bonus when it continues to fire on champions after the first shot. This stacks by the way up to a point. That makes the first turret shot on a champion (like when you just barely overstep) deals a lot less damage but the damage really scales up after that first shot.

Yeah, but early game, even that first shot hurts like hell.
