Question regarding Kog'Maw

[Statistics bit] KogMaw , everyone's favorite void puppy (I may have made that part up), is performing poorly in his intended role as a late game hyper carry. At 20 minutes, he has a roughly 43% chance of being able to win, which spikes to 49% at 35-40 minutes[which makes sense, considering he does better as time goes on], which then proceeds to being dropping if a game goes on longer than 40 minutes. As that information could mean a lot of things, [poor positioning in team fights, people learning to nuke the kog, so on and so forth], there is also the chance of experienced kog'maw players being able to win their games. If a player just picks up kog randomly, they have an above 50% chance of winning their match. However, as they play more games, this stat plummets, dropping to 41% at 15-50 games, and down to 34% or lower at 125+ games.

[Personal bit] I do enjoy some of the changes to kog that happened during the marksman rework. I like the 5.0 attack speed when his w is active, though I don't care much for his lackluster ability to do anything when it is on cooldown. I never cared much for AP kog, so the ult changes minorly affect me, but I do miss not running out of mana after 2 spell casts. I understand AP Kog' mains being upset about the missing poke damage on his ult, but that damage came at way too safe a range and impeded on other champ's niches [Looking at you Xerath ]. Kog'maw is easily one of my favorite, if not my favorite champion on league, and I don't want it to get to a point where Kog is seen as a troll pick. My suggestion, to give Kog something, is to make his W a toggle ability. Something like 10-15 mana an attack would be enough of a mana gate to limit it being up permanently. At level 18, Kog has 1002 mana, at 15 mana a shot that gives him roughly 67 attacks, at 5 attacks a second that means he could fire with this ability active for 13 seconds. That's a bit longer than an average team fight, so the number could be modified upwards to 20 mana a shot at rank 5(which would give him about 50 shots, or 10 seconds of having the ability active and firing nonstop) [in theory, people might start rushing item 3508 on kog [slayer-jinx-unamused] .]

[TL;DR bit] So, my question ultimately is, is there anything planned for Kog'maw coming up? If not, is it because he appears to be in a good spot [I know there is quite a bit of information regarding balance that players don't have access to] or because he isn't being looked at due to other problematic champions that should be touched up first?

I, too, would like to know what if anything Riot has planned for Koggy.

My biggest issue with him right now is that he can't actually fill the 'long range sustained damage' end game fantasy that Riot wants him to fill due to how awful the uptime on his W is.

A toggle would certainly be one way to fix it. Personally, I think it would be more interesting it it slowed him significantly while it was active and had a long minimum duration before you can shut it off (say, six seconds) to prevent him from rapidly turning it on and off to kite. That would probably allow power to be invested elsewhere in his kit while remaining true to the 'turret champion' role Riot wants Kog to fill.

RiotRepertoir had a thread up where he answered a ton of questions (several about Kog'maw).

"Kog - Honestly, there are a bunch of people here that are really scared of what the game looks like if Kog'Maw is really strong, and I just don't see eye-to-eye with them. There is a hunch that he will be broken in an organized team comp, and it may turn out to be true in pro play, but I really don't feel like it's fair to Kog'Maw players that we've been so conservative in his balance. I really do think he offers a unique and fun experience to players, but I can totally understand people that says he's not worth putting the effort into playing at the moment."

Is it sad I like building Kog'Maw: item 3124 item 3040 item 3004 item 3091 item 3153 item 3006?

Large mana pool to abuse R; Lot of on-hit effects to abuse W; Utilizes both AP and AD very well; Getting item 3040 first gives much needed situational dmg mitigation.

Alternatively I have also done: item 3124 item 3040 item 3153 item 3091 item 3053 item 3006

It's fairly amusing.
