E and W stay 60 all game and I used 90 cost for Q because it goes from 70 to 110 depending on rank. My Q is at rank 2 on level 4 and rank 4 on level 12 where it sits until level 18. I figured 90 cost should be pretty accurate because levels 4-9 it costs 80 and levels 12-17 it costs 100.
