Aatrox's win rate in NA is 48.33% (http://na.op.gg/champion/aatrox/statistics/top). A little low, yes, but saying it is 33% is an utter exaggeration.
He's not weak, i'd rather say that you don't know how to properly play him.
He's an outstanding duelist, great split pusher and teamfighter. Him not being popular or having a low win rate because of people not knowing how to play him is a complete different story.

And its not me playing him, its the others playing him against me. They never win, and always feed. Ive tried him once and there is much better options for top. I dont see why people would want to play him over a Illaoi or Irelia.
