Can you buff fiora, just enough so I can use it as a counter pick against Riven?

Fiora used to be an counter pick against Riven but now Fiora is evenly matched with Riven. Can you do a similar buff or a bit less of the a buff that you gave Riven at 8.13.

Or buff any counter of riven, doesn't need to be fiora.
