Why isn't portions of xerath's ult refunded?

Similiary to jhin's ult wouldn't it make sense along the lines that xerath isn't expelling all of his energy out. Thus it shouldn't take him as long to recharge? i don't see why jhin's ult is allowed a 10% refund per each bullet not used, but xerath is a flat out no shots for half a refund or attempt 1 for a full cd.

That's actually a pretty interesting point. Xerath remains my favorite champion to this day, but it has always bugged me that you were sentenced to either don't fire any shots or incur the full cooldown.

Now that there's an example of partial cooldown refunding in the game, I don't see a lot of reason why you wouldn't have it.

Because they are different abilities :)

Not really in terms of design. Jhin is one more shot, while Xerath is more accurate (isn't blocked by the first champion in its path). Both are long range and root the player.
