(I know this is going to be downvoted into oblivion, but I'll post it anyway)
In my honest opinion, Fiora is balanced right now. She's resting at around a 52% win rate, which considering her small play rate, seems reasonable. Her passive damage at early levels is almost negligable (it starts at 3% max hp, maybe 3.5% with a lot of AD) and she has barely any sustain to speak of. She's squishy, and armor will pull the teeth out of her more effectively than most people would think. She's very mobile, yes, but she can be zoned away from csing by any sort of lane pressure or range. Her W can block everything, yes, but it lasts for less than a second, and much of the CC used in top lane isn't telegraphed. It also has a 20 second cooldown. Beyond that, she has no defensive steriods. She can be annoying to play against because she's mobile enough that she generally picks the engagements, not you (just like yasuo/lee) and if she gets fed, she becomes a nightmare, but she's equally useless without gold and ultimitely easy to shut down in a fight, due to the fact that she has to build a lot of AD to be successful and that she's squishy and exclusively melee. If you're interested, here are some tips on how to beat her:
-80% of her damage is physical, and she generally can't afford armor pen. Build armor.
-Don't let her vitals scare you away early game, they do next to nothing.
-Ranged tops (Quinn, Vlad, Swain, kayle) or juggernauts (Darius, Mord, Garen) or armor stackers (Taric, Malphite, even Rammus) or targetted duelists (Irellia, Jax, Tryndamere) will all do extremely well against her.
-Ganks need to be done carefully. Try to wait for her to drain her E; if she stuns with it, she'll get out safely.
-Her Q has a much longer cd if it doesn't hit a target. Try not to be in range for her if she's trying to escape.
-She can't actually take down towers very quickly. Keep that in mind when fighting her.
-In team fights, if she ults someone, don't let her near them. Focus her down and she'll pop. Most of her teamfight power budget is thrown into her ult. Don't let her get it off.
I don't think her design is terribly healthy, because to me it screams feast or famine where when she's feasting, you feel pretty helpless. But a lot of champions are that way. She doesn't need nerfs, imho, the rework just missed the mark in terms of health, though is probably healthier than what she used to be. Tbh, I would prefer that her whole % of max hp true damage stick was gone, and instead she was focused on reasonable damage, and that her aoe healing ult was also removed; they drain so much from her power budget that she's forced to remain squishy and, failing them, pretty useless.
