I mean if Riot will have an idea for some nice keystone or just regular rune, will they just add it? Or will they just rework old runes and repalce them when time comes? I think I've read somehere that they won't stick to 3 runes per tier, but I can't find this, so I'm not sure anymore.

my guess is, this is something that could happen around the next midseason update, when the current runes are dealt with.

The Last Ballad1 votesThey are looking into adding another rune path(one for the opposite of Inspiration, though they don't know what exactly that would be) some time in the future, and there isn't really any reason to keep the paths 3 choices per slot as you can only choose one for that slot anyway. They might shy away from more than 5, but new paths would help with that anyway.
There is also a chance they will remove and replace too weak/strong runes if they have a better idea for it, but that won't be for a while.
