Having only 60 seconds of partial safety on a 120 second cooldown is not fun gameplay.
Spending 75 gold for a control ward only for the jungle to clear it, go do a camp, and be able to come back isn't fun gameplay.

Spamming wards without thinking about it? Wards cost gold. 75 gold a pop, and you could clear it back then with pink wards of your own.
