Garen Q Suggestion

As a Garen main, I loved the last two buffs he's gotten, particularly the CD reduction on his ult, as it's always up now, but I think he could use one more love tap to make him more viable. My idea is to add a slow to his Q. Before you say this would make it too OP, consider how challenging it is to even land a Q against competent and/or mobile champions. Garen is boned against anyone with mobility and offers little to no utility as a tank in team fights outside of acting as a meat shield, soaking up turrets and/or skill shots, and maybe, if he's lucky, silencing a high priority target. But say I silence an enemy who's after my nearly dead carry. They can still walk past me and auto. Add a slow, however, and he can finally help peel and CC like a tank should be able to. For an ability so easily avoided or stopped (just CC him in any way and it won't wear off until his Q does) I think a buff isn't the craziest idea, and I honestly think it would be enough to make him more than just an easy to play champion who can be countered and counter-played into something useless by a competent enough player unless you're better.
