I think the best solution to fix this game is making more champions have a high skill requirement

A higher skill requirement and stronger mechanic work would do wonders for this game. I mean take Yasuo for example. A bad Yasuo is very distinct from a good one. He takes time to learn and those who can't play him are easily killed(meta and balance rates at the time not included). Then you take morgana, for example, and she has no skill requirement at all. Anyone who picks her up won't be spending weeks to learn how to play the game. Her dark binding is super easy to land from my perspective. Does a cool 600 damage mid game, Stuns the enemy, gives the team a free kill basically. Her shield takes no skill and neither does her dark pool(I don't know the pools real name, but I won't bother to learn it). Stun, pool, shield yourself, press r, and tada. To me that is just super easy.

There are a lot of low skill required champions who do to much damage without much risk in my opinion. Gate their damage or make them more complex to play. Take lux, her range is super ridiculous. Cast out what you want from far away, land or don't, it doesn't matter. You have a lot of utility and enough damage to at minimal ward off anyone who comes at you. And I know Riot wants to appeal to more casual players with these super easy to use champions, but it feels bad to die to people who actually have very little skill, only a super easy champion. Lux may be a bad example, but there are plenty of starter champions who take little skill to learn and it kind of makes this game meh.

If every champion was mechanically intensive it would be too time consuming to build up a pool of champions and everyone would be forced to be a OTP.

Besides there is a lot of depth to the game just from the macro play alone.

What exactly is the problem you're trying to solve?

raise the skill floor, you remove what makes league arguably the most popular game in the world, accessibility .

for every garen there is a riven.

for every yasuo there is an annie.

some people do not enjoy heavy macro play

Then nerf the champions if you dont want to raise the skill floor. I played darius in ARAM the other day, was almost an entire tank. Garen was on the other team and He did 1500 with his ultimate in true damage. He was almost a full tank too if I remember. He has no mechanics and requires no skill, but in terms of damage he is equal to if not above high skill champions. It's rather stupid.

you choose possibly the worst example of ANY champion

garen has very VERY defined weaknesses. he is a very exploitable top laner. dont die to garen, you beat garen. he is king stat check and because of that when you has the stats you win and there is NOTHING he can do about it. you can outplay him , but he will almost never outplay you.

secondly your on Aram, aram is not leauge of legends, summoners rift is.

damage isnt the issue and neither is garen. what problem are you trying to fix here.
