Because properly doing the full combo takes quite a bit of skill.
Stacking it fast is mostly irrelevant to Conqueror op factor tho, Evelynn can full stacks faster than Riven, but it doesn't mean it's a good keystone on her.
Most mages don't stack it too fast but it's still way more powerful on them.
