It still provides the movement speed slow early on when you tag someone with a fully charged stormrazor. It also deals 50 on-hit magic damage on a full charge.
UNIQUE: Energized effects have all of their respective effects increased by 35% and also slow for 40% decaying over 1.5 seconds.
It's not really a noob trap, it's just that good.
HOWEVER. The thing with Kaisa is versatility in builds as well since people are going Manamune first lately at least until they decide to change it later on or something.
