Ryze in lower tiers

Noticed a bit of a paradox. Ryze is one of the recommended champions for new players to the game, yet he is doing not quite that well at the lower tiers (i.e., platinum, gold, silver, bronze), yet he is one of the stronger selections at the higher tiers. Any idea why this is happening? Other than the simple cheap answers like lack of skill and inexperience, what is it about the champ that is causing the trouble? (I've tried Ryze a few times since the rework and didn't find him that bad.)

That makes sense - I guess short range plus static positioning for casting means weaker at lower elos.

He's a relatively high skill cap champion with his various combos and knowledge of when to use which ones, and most of all his ult usage. You can sortof button mash and maybe not be completely awful, but theres a lot of potential there that newer players can't really make the most of.

I'm fairly sure that he's a champ that's been acknowledged by rioters as someone who should be replaced as one of the champs recommended for newer players. Maybe he was a good choice a rework or two ago, but these days theres better mage options to introduce new players to the role.

My problem with Ryze is his cs potential for minutes 1-15
