who can use it now? an adc that both needs cdr and crit but i can't see who

Minions4eVeR1 votesThis change is horrible for AD Casters such as Ezreal, as they don't usually get crits in their build anyway...
And Essence Reaver WAS designed for AD Casters. This is just plain stupid.
Draven isn't a fucking AD Caster, neither is Miss Fortune or Jinx who will be greatly benefiting from this.
