Server latency too much?

This game has so much server latency, you have to use stuff premptively rather than react. I play with 29 to 37 ms with an ethernet cable but there is still a big delay and most people have higher ms. This is the reason when you press flash or something before dying or getting cced, nothing happens because you all ready died/got cced.

I confirmed this looking at a replay. I was playing Blitz in a remade game and I throw a hook from fog of war and walks out of it looking like a scripter, not even moving till I hook. I actually reported her. I go in the replay but Ashe walks THEN my character throws a hook, looking really wood division.
