the pool of viable champions got rekt this season ?

riot was all about increasing the diversity but jungle pool seems rekt, toplane is only for couple ranged guys, mid is dominated by assasins, and botlane is always the same no matter what champs are picked there

was it a lie ?

Jungle is taking the bat again.

Urgh, please no Riot.

They promised diversity and then immediately turned their backs on it the moment WW started dominating everyone. It pretty much became the feral flare incident, but instead, they decided to nerf the jungle entirely in response. Range champs in the jungle is something they should try to limit, but that didn't require any changes to the jungle items. As for Top lane, they've already made it pretty clear that they favor range over melee every time.

I sincerely doubt that Riot was actively lying, but it probably didn't work out the way they expected. To the best of my knowledge, they were focusing on strategic diversity, not necessarily champion pick diversity (except in the jungle), so it's not too much of a surprise to see the Meta form and stick as it usually does. As far as their strategic diversity efforts go, I'm pleased with the new rift. The new Baron and Dragon buffs make the game more interesting to me, even if the new towers are made of tissue paper and the new jungle has pushed more champs out than it has let in. Riot may not have actually succeeded on all of the things they promised, but please, don't go out and call the company that makes its money off a free game a liar. It makes you look bad, and it probably discourages and frustrates the honest employees that actually read it. The best we can do for now is play the champions we want to play, be friendly to other players, and do our best to have fun.

they have resources, time and well the pbe

the statement of a lie was aimed specificaly at the fact that most of those outcomes were either predictable or the first thing everyone noticed

which makes me feel like they did this intentionaly

It isn't a lie. Basically, this comes down to the effect that large groups of people have on solving difficult problems. It seems obvious to us now (and to Riot) because so many people have played so many games and figured out, relatively quickly, what works and what doesn't. Riot can't really do that internally. The PBE is a good thing, but it can't accurately predict these sorts of outcomes, necessarily. Example of crowdsourcing difficult problems:

Old article, but basically, the gist is this; real life problems can be solved quickly if you throw enough people at it. I think balance in LoL is analogous to this situation.

Jungle Diversity has increased. Last season was dominated by Lee sin, Elise, and Evelin. We are now starting to see more Jarven, more Rengars, An Olaf from time to time (surprisingly), Evelin did kinda get shafted, though Lee and Elise are still viable. As for tank Junglers. I feel like the environment is set for them, they need just a slight push on a champion to champion basis to get going.

Top lane still has a few Strong melees. Notably Irelia. Most of the Top lane mages are the ones with the fewest Mana Problems. The thing seems to be that riot wants a careful balance around melee and range for the top lane w/o really favoring either one.

Mid lane, I'm seeing xerith as well as assassins. Wave clear has not completely gone away in favor of assassins.

Over all, balance is tailored to the LCS level of play. though Riot claims to look at all Elos, it Begins and ends with the LCS.

No, it is called early season. Last year also had an awful start, but got to a pretty decent spot by the fall. It is gonna take a while, but I think Riot will probably be able to pull it off given a couple more months to iron stuff out.
