turrets after min 40?
is it intended that after minute 40 or so a veigar can do 400 aa dmg on a (it was a inner) turret while having 100 ad?

Yes, because AA damage to turrets also scales with AP. The tradeoff is that mages aren't building AS, so an ADC will still be taking turrets down much faster.
50% of 1000 AP by the 40 min mark means yeah, he chunks turrets pretty hard. This is to be expected from any AP stacking champ. Cassiopia can also do this but it isn't as prominent as veigar.
