Can we just give singed his old passive again, even if it's nerfed or something?

Singed has not been fun since his itemization was completely changed by taking the manatank off his passive.

Heres a cool in-between: Singed takes x% of his damage from mana before hp where x is a value that makes some practical sense

But singed is stupid and old and jenky: Singed is the only champ of his kind, there is no experience approximating singedm therefore he should be viable and fun to play.
