Malzahar still isn't getting any of his base damage back

Looking at the changes I realized while some of ap ratio's got buffed, none of his base damage on his basic spells got buffed. Pretty sure that means nothing has realistically changed for his state except his ultimate finally does damage again.

So he still going to blow and be garbage in the laning phase...
