Sated Devourer and Twitch

My only thought is will twitch be able to apply 2 stacks of his passive with 1 auto attack?

Enchantment: Devourer Now transforms into "Sated Devourer" and gains extra on hit effects once reaching 30 stacks. Base magic damage on hit increased to 30 from 25 Passive Changed to "Devouring Spirit" - Takedowns on Large monsters and champions increase magic damage by +1. Takedowns on epic monsters increased by +5. At 30 stacks, your Devourer becomes Sated, granting extra on Hit effects"

so im thinking jungle twitch would become very scary if he gets his 30 stacks.
is all im dreaming about already

just think, hes doing +120 on magic damage alone per auto from devourer, bork does 16% of their health per auto, and ruunans adds +10damage and doubles that. +whatever twitch can dish out with other items. so he would be doing quite a bit of on hit item damage
