Why my honor lvl was decreased from lvl 4.2 to 2.2? Is it normal?

depends. If you're Honor 2.0 - 2.3 you get honor 2.0. If you'tr Honor 3.0 - 3.3 you get honor 2.1. Honor 4.0 - 4.3 = Honor 2.2 Honor 5.0 - 3 = Honor 2.3
