League needs a new artillery champion

I've tried all the long range mages, ziggs, reworked xerath, and lux, but none of these mages properly capture the feel or fantasy of a long range artillery mage like pre rework xerath did. Instead, they don't come off as long range mages, they come off as mages that happen to have long range. I would really like to see the rooting mechanic old xerath had reenvisioned somehow.
