Ryze E cooldown

Ryze E cooldown needs to be reduced. Even at 45% CDR, the cooldown is still long so it is hard to chain E + Q and thus you lose DPS. Right now the cooldown is 3.25 / 3 / 2.75 / 2.5 / 2.25. It should be reduced to 2.5 / 2.25 / 2 / 1.75 / 1.5.

Ryze actually had a rework WIP (currently abandoned) that had his E scale down to 1.5 secs, which is pretty nutty.
