How do you manage make a braindead champion like Garen overpowered?

The last time i said this i got downvoted to oblivion. How can Riot make a braindead champion like Garen overpowered? I didn't think it was possible but now it is. Now a god damn beginner can use this stupid ass easy champion and nonchalantly destroy my adc with his stupid villain passive. It is so retarded watching him CRIT while spinning around over and over and over again. It is nearly impossible to kill him late-game and he's officially annoyingly broken. This whole villain thing is what makes him ridiculous. 90 percent of my games are tank builds even with the armour nerfs i STILL build as a tank. My builds have been very effective and allows me to soak up damage and survive long enough to protect my teammates. Now? When i am the villain (because this villain bs just rotates between champions when the original villain dies) There is no other way to put this, but i get melted by the champion, through all of my armour and health. To make it worse, you can't even fight back because he can constantly recast his silences and slows every 4 seconds with absolutely NO mana costs. He was already a spammable character before the rework but its just SO stupid how someone can literally build full tank and still destroy everything in his path. Hard cc him you say? Ok so now that you've done that, and have done not even a quarter of his health, he will continue to rip your clothes off right in front of your teammates and have his way with you. Plus all of you people defending him create these unbelievably unrealistic situations like "stay away from him". "keep him away from your adc" "hard cc" "don't let him get into the backline" what the actual fuck? There are FOUR, i repeat FOUR other members on his team, but you expect me to use all of my abilities on ONE champion that will regen all damage done in 5 seconds? Yeah, lets forget about the enemy team's ADC, mid laner, jungler and top laner just so that we don't continually get raped by this unstoppable powerhouse. He's seriously so easy to use and takes less than no skill and shouldn't be able to output that much damage. It's just absurd
