PLEASE. His ms drops to 375 with tier 2 boots. Wtf. He needs to be able to outrun champs. Champs like lee and zed get over 400 and teemo has 375 once w drops off.

im pretty sure he still has his passive movement speed

There is a big difference. The old W passive ms remained even if you got damaged and the active fell off if damaged. Now, if you get damaged, you fall to your base ms of 375 with tier 2 boots which is brutal for teemo since he has no way to chase people (no slows or cc vs running enemies) and no reliable slow for when running away.

Yeah that was never taken out maybe you are taking damage when you are looking at it
