Scaling MR is still being introduced @Meddler?

In one of the more recent Gameplay thoughts posts done by @Meddler, he noted that there could be potential changes, involving giving certain characters scaling MR at a lesser degree that previously had none. (Melee's such as Yasuo and Kassa, some ADC's, etc)

So my question is: Is this still being introduced or not?
