Is it me or are Roster Updates incredibly unbalanced?

I've never seen this addressed on here, but looking back at the Roster updates it is quite concerning. All those problems that cropped up with Caitlyn, Graves, Rengar, Kha'Zix and LeBlanc all came from Roster updates, along with numerous powerful items that could either abuse amazing stats or the ability to bamboozle player agency against all champions.

Thankfully Vanguards are the class coming up next, but from all the previous Roster Updates I can't help but look at it with concern. It could possibly be the same deal as the Midseason Mage Update, which played things way too safe and ended up accomplishing very little. Brand, Zyra and Vel'Koz are almost exactly the same outside of ridiculous scenarios that don't come up often enough to be a proper niche, and Anivia was straight up killed.

If for certain we were to get another Roster update like the previous ones, I wouldn't know which is better. We all know that it takes the Balance Team a really long time to fix big balance problems, so getting the idea we'll be stuck in another unbalanced mess is an awful feeling. This is going to suck, isn't it?
