Early game (ranked) connection issues?

This is my third year playing ranked and there seems to be more team connections issues then ever. I would estimate over 50% of my ranked games someone connects very late or pops in at the 2:40 mark. I see this in norms but very infrequently. I only have a small sample size for season 9 but just wondering if anyone else has seen this?
