Suggestion: Make CDR formula CD / 1 + CDR

Making the CDR cap at 60%, and changing the formula to be a reciprocal(like the title) would mean that 20% CDR is always +20% more spells cast. A 60% CDR cap would keep the lowest CD of abilities at 62.5% instead of 60%.
