@Riot: Why are damage-cripples so rare?

Unless I'm mistaken, there's only three things that can directly lower the damage your opponents will deal: Urgot's passive, Sona's Diminuendo, and Exhaust. Beyond that, no abilities directly reduce how much damage one of your nukes is gonna do.

What I want to know is: Why is such a debuff style so rare? Too invisible/no impact? Hard to balance? Or is there another problem?

In the form of a debuff, it is pretty rare, but in the form of a self-buff, it isn't. Percent damage reduction has become a bit more popular since the Maokai rework, and it essentially does the same thing for ALL incoming damage. Also, there are a few champions that can reduce their target's attack speed, making auto-attack champions deal less damage in a duel/teamfight. The most noticeable of those is Nasus's Wither, but Anivia and Nunu can do it as well.

Shen's Taunt forces the enemy to attack him for 50% damage, and Trundle steals your AD to make your physical damage weaker.

Probably the invisible power aspect. If you apply Urgot's passive on someone, you can't really appreciate that their damage is being reduced, just hope that it isn't enough to kill whoever you don't want killed. It's also pretty frustrating, which is why I imagine blinds are crazy rare (Teemo and Quinn)

i dont find it weird that its rare it scales with enemys power meaning that the stronger they are the more your damage reduction does

Armor and magic resist (natural and on items/abilities) directly lower damage, even on nukes, don't they? If I build a ton of MR, I can greatly increase my chance of surviving Demacian Justice or Final Spark or Requiem, right?

Same for armor and AD. Or am I wrong? Or is this question simply about abilities?

It's a question about abilities like Urgot's passive or Sona's W Power Chord.
